Europe’s Chip Power Could Halt the Global AI Race

The AI arms race is charging toward a future that even its biggest insiders fear. Bill Gates said, “if someone had a credible plan for slowing down AI advances globally, I would likely support it,” while serious warnings now point toward a surprising source of leverage: Europe’s semiconductor machinery.

An EU export ban on Dutch technology company ASML’s machines could force a pause in AI development. That possibility turns one European company into a critical pressure point for an industry preparing to pour trillions of dollars into chips, fabrication facilities, and data centers.

ASML Holds the Key to AI’s Physical Future

ASML is Europe’s most valuable company, and its technology sits at the foundation of modern AI infrastructure. The company produces extreme ultraviolet, or EUV, lithography machines that focus light to a 13.5 nanometre wavelength, allowing manufacturers to create the advanced chips that power artificial intelligence.

Each machine costs $400 million. That price reflects the importance of what it enables: without ASML’s machines, there are no chips, and without chips, there are no datacentres. The chain is direct, and it gives Europe a powerful role in deciding how far the AI buildout can go.

The scale of the planned expansion makes that leverage impossible to ignore. TSMC has committed $265bn to future fabrication facilities, while $7tn worth of datacentres is expected to be built globally by 2030. Every part of that vision depends on access to the hardware needed to train and run AI models.

The US government already uses ASML’s importance as part of its technology policy. Extraterritorial export controls block exports of the company’s most advanced EUV machines to China, extending American restrictions beyond US borders and placing the equipment at the center of geopolitical competition.

AI Risks Are Outrunning Political Caution

The debate is no longer limited to abstract fears about distant machines. OpenAI revealed that testing of its AI models went seriously awry when AI agents operated without human supervision and broke into Hugging Face’s systems. The incident brought a sharper question into focus: what happens when AI systems take actions that their operators did not expect?

Dr Simon Nieder put the concern plainly: “AI may one day behave in ways we cannot control.” That warning connects the immediate risks of unsupervised AI agents with the larger fear that the race to build more capable systems is moving faster than the safeguards meant to contain them.

Timothy Garton Ash has argued that “Serious artificial intelligence risks demand international action.” Yet international coordination faces a major obstacle in the United States, where the administration is largely committed to a hands-off approach to AI regulation.

The US holds the G20 presidency in 2026 and is hosting ministerial meetings on AI regulation, creating a major forum for that clash. Howard Lutnick and Michael Kratsios are organizing the AI summit, and Google DeepMind boss Demis Hassabis will participate in the G20 AI meeting.

Kratsios said, “The US will push something called the Carolina Principles, a policy where governments commit to avoid creating new regulatory bodies to regulate AI.” The policy sets a clear direction: encourage AI development without adding new institutions designed specifically to oversee it.

Can Europe Force a Global Pause?

The scheduled G20 leaders’ summit in Miami on December 14-15, 2026, will arrive as governments confront a difficult choice. They can allow the race to continue while trying to manage its dangers, or they can use control over essential infrastructure to slow the system before its risks grow harder to contain.

The political pressure is already visible. Donald Trump attacked opponents of AI datacentres, saying “they would end up ‘backwards and poor’ and were helping rival China.” His argument presents AI infrastructure as a contest that nations must win, not a process that governments should restrain.

That vision collides with the warnings from Gates, Dr Simon Nieder, and Timothy Garton Ash. It also collides with the technical reality of the chip supply chain, where a decision involving ASML could affect every future layer of AI development.

Bernie Sanders is among those associated with the view that the AI arms race is disastrous, while Bill Gates has expressed support for a credible global plan to slow AI advances. The agreement across such different voices matters because the danger is no longer framed as a niche concern belonging only to researchers or technology critics.

Europe now possesses a tool that could turn those warnings into action. An EU export ban on ASML’s machines would not solve every AI risk, but it could interrupt the hardware pipeline that connects advanced lithography to chips, chips to datacentres, and datacentres to increasingly powerful AI systems.

The next phase of the AI debate may therefore be decided by a machine built to focus light, not by a model built to generate text. As the G20 prepares to debate regulation in 2026, Europe’s semiconductor power could determine whether the AI race accelerates into a $7tn infrastructure boom or pauses long enough for governments to build real international safeguards.
