The gap suggests that AI adoption depends on more than interest in new tools; it also depends on how prepared companies are to support them.
A 2026 IZA study of 1,907 Danish companies connects those two ideas. The study finds that a one-standard-deviation increase in digitalisation is associated with an 8 to 10 percentage point higher probability of adopting core AI systems.

Those measures target basic infrastructure, but they carry major consequences for future AI use. A healthcare system cannot gain full value from digital tools if information still moves through disconnected channels. Electronic referrals create a required digital path, while the removal of fax-based processes pushes doctors’ offices toward records that can support connected services.
GeDIG therefore places digital transformation ahead of advanced automation. Before an AI system can help organize or interpret healthcare information, that information must move through a dependable digital channel. The law’s timeline also gives the change a clear destination: by autumn 2029, fax should no longer define how doctors’ offices exchange referrals.
The contrast with Denmark is striking. Denmark has already reached the point where its postal service delivered its last letter, while Germany is legislating the move away from fax. Both developments reveal the same pattern: digital progress becomes real when institutions change the everyday systems that carry information.
AI Exposes the Data Work Companies Cannot Skip
Italy’s mandatory B2B e-invoicing created a fully digital channel, offering another example of infrastructure changing the way business information moves. A digital channel gives companies a structured path for invoices, replacing fragmented processes with a system designed for electronic exchange.
These examples help explain why AI initiatives are exposing widespread weaknesses in data quality.
