Flock Safety Backlash Puts AI Surveillance Under a National Microscope

Flock Safety is facing a growing fight over how much surveillance communities should accept in the name of public safety. The company’s cameras and AI tools help law enforcement track vehicles, read license plates, and investigate crimes, but protests, contract cancellations, and political scrutiny have pushed privacy concerns into the spotlight.
Flock CEO Garrett Langley has called for a “compromise” between privacy and safety. “How do we have our safety, and how do we balance privacy?” Langley asked, as the company defended its technology and announced new safeguards on August 13, 2026.
Flock says its technology helps solve more than one million crimes each year. At the same time, nearly 132,000 license-plate readers are tracked across the United States, creating a large network of cameras that can record vehicle movements over time.
Misuse claims fuel public anger
The debate is not limited to fears about what the technology might do. Forty-six cases have been identified in which police officers were accused of using Flock technology for unauthorized purposes. Those cases include allegations that officers used cameras to spy on people and stalk former partners.
A Massachusetts police officer is facing possible dismissal and charges over an alleged misuse of Flock cameras. The accusations have added urgency to demands for stronger controls, especially because the system can reveal where people travel without requiring officers to speak with them or stop their vehicles.
Former police officer Noel Pichardo has reviewed Flock software, while ACLU attorney Chad Marlow has raised concerns about the need for limits and accountability. Several law enforcement agencies have severed ties with Flock because of privacy concerns.
Langley has rejected the idea that Flock created police abuse. “I don’t think that Flock created police abuse. I think we’re the first company to ever shine a light on it and build the tools to find it,” he said.
He also acknowledged a broader problem with oversight: “Today, it is too often that in Flock and in other technologies, there’s no regulation. There’s no accountability, and we think that’s wrong.”
New AI tools raise a harder question
Flock has reduced its default data retention period from 30 days to seven days and now requires a case code to access stored data. The company also requires law enforcement agencies to adopt Audit Assistance, a safeguard meant to support reviews of system use.
Those changes address how long data remains available and who can open it. They do not settle questions about what the company’s AI can search for.
Flock developed an AI tool called Nightshift, now known as OS Investigate. The tool can track and identify people based on driving habits, and it can search for someone in an area using a physical description, location, time, and behavior patterns without requiring a specific crime or license plate.
Investigators can use prompts to look for witnesses or patterns linked to criminal activity through vehicle movements. Flock is testing OS Investigate with law enforcement partners, but it has not sold the tool as a product.
That distinction matters, yet the testing has already raised concern because the system can begin with a description or pattern instead of a known plate or reported crime. The technology’s reach has made the privacy debate about more than cameras on roads. It now includes how AI turns scattered vehicle data into a search for a person.
Communities push back against the cameras
Local opposition has grown across the country. On August 3, 2026, the town council in Narragansett, Rhode Island, voted to cancel its Flock contract, and the city council in Ord, Nebraska, voted to remove Flock cameras.
Hood County in Northern Texas celebrated the removal of its cameras. Constable John D. Shirley said, “I’ve finished the job of shutting down the county’s Flock cameras. They’ve been completely unplugged and covered.”
Shirley also described the cameras as a form of permanent tracking. “These cameras were constantly scanning and recording regular folks just going about their day. That kind of permanent, warrantless tracking doesn’t belong in a free society. By unplugging and covering them, we’re making it clear: privacy isn’t optional, and mass surveillance isn’t how we do things here,” he said.
The Burnet County Sheriff’s Office announced on August 3 that all Flock cameras in the community had been removed. In Palm Bay, Florida, officials announced an investigation into Flock cameras on August 7, leading to suspension of the system.
Palm Bay City Manager Matthew Morton said, “When questions are raised about a system that affects public safety and public confidence, we have an obligation to stop, examine the facts and make sure everything has been done properly.” Palm Bay Police Chief Jeff Spears was also involved in the city’s response.
DeFlock reports that about 100 cities have deactivated, banned, or canceled contracts for license-plate readers since August 2021. In August 2026 alone, 18 cities canceled contracts, six rejected contracts, and five deactivated cameras, including Syracuse, New York.
The backlash also included vandalism and protests documented on August 21. President Donald Trump said on August 18, “We’ll have an answer soon, as to our views on it, in the coming weeks.”
Flock is now asking communities to accept tighter safeguards as part of a compromise. But the cancellations show that many officials are asking a more basic question: whether these systems should be operating at all.
