Australia’s AI Datacentre Boom Puts Energy Rules Under Pressure

Australia is preparing for a major fight over how datacentres should grow, who should benefit from them and how much electricity they can use. The debate brings the national government together with state and territory leaders as they work on rules for an industry tied to the AI boom.
The numbers explain why the discussion has become urgent. Datacentres now consume about 3% of all electricity supplied through Australia’s national grid. That share is forecast to reach about 13% by 2035, while total datacentre consumption is on track to hit 52 terawatt hours.
That would make datacentres a much larger part of Australia’s electricity demand. The country already has 165 datacentres operating, with another 225 in development. Each new project adds to the question of how Australia can support AI growth without leaving communities to carry the cost of extra energy demand.
Rules for a fast-growing industry
The Australian Energy Market Operator released an annual snapshot of electricity supply and demand, giving leaders a clear view of the pressure ahead. Its figures place datacentres at the centre of a wider argument about electricity planning, development and the balance between national goals and state responsibilities.
Anthony Albanese plans to tell national cabinet that his government will legislate next year to ensure the benefits of AI and datacentres are shared among states. The proposal recognises that datacentre development may affect more than the state where a facility is built, especially when projects draw on electricity systems that connect across the country.
The plan also reflects the challenge of creating one national approach. Albanese said Australia’s state and territory leaders agreed that eight different energy systems operating around the country would not be workable for investors. That agreement points toward common rules, even as each state and territory continues to manage its own development priorities.
Chris Bowen, Australia’s energy minister, is part of the national debate over how those rules should work. David Crisafulli, Queensland’s Liberal-National premier, and Lia Finocchiaro, the Northern Territory’s chief minister, are among the state and territory leaders involved in the political negotiations around energy and datacentre growth.
The renewable energy dispute
The negotiations have already produced a compromise. Albanese backed down on demands that states must power new AI datacentres entirely using renewable energy. That decision removes one proposed condition for new projects, but it also leaves a difficult question unresolved: how should Australia reduce reliance on carbon-heavy power supply as electricity use rises?
The answer matters because datacentres are not small additions to the grid. With consumption forecast to rise from about 3% today to about 13% by 2035, decisions made during the first stage of AI legislation will shape the country’s energy planning for years. The 52-terawatt-hour forecast gives the argument a hard measure.
A framework for AI and datacentres must therefore cover more than investment. It must also deal with the effect of development on communities and the energy system, while setting out how benefits will be shared among states. The government’s plan to legislate next year is intended to address that national problem through a national framework.
Tom McIlroy captured the concern in a warning: “A framework that strengthens communities and reduces reliance on carbon-heavy power supply shouldn’t be traded away in the first steps on legislating AI.” That is the tension at the heart of the negotiations. Australia wants the economic benefits of AI and datacentres, but the growth will depend on electricity, land and rules that reach beyond individual projects.
Why the next stage will be difficult
The scale of the pipeline means the argument will not end with an agreement between leaders. Australia has 225 datacentres in development, alongside the 165 already operating, so decisions about standards and energy supply will apply to an expanding group of facilities.
Investors want rules that work across Australia’s energy systems, while governments must decide how the benefits of development reach states and communities. Albanese’s comment about eight different energy systems shows why a patchwork approach could create problems for investors. The dispute over renewable power shows why a single national rule may also face political resistance.
For now, the government’s direction is clear: legislate next year, coordinate the states and manage future growth. The hard part will be turning those aims into rules that support AI without allowing electricity demand to outrun the system that supplies it.
Australia’s datacentre debate is only at its opening stage. The country must now decide what it expects from the infrastructure powering the AI boom, how much energy that infrastructure can use and who receives the gains from its expansion.
